Zoe is committed to making a more lively, social world. As City Policy Coordinator at the Institute for Justice's Cities Work Initiative, she works alongside community activists, small business owners, and municipal leaders to advance economic justice by reforming regulations to unlock entrepreneurship. Currently living in Washington, DC, she travels to cities all over the country to hear first-hand the regulatory hurdles that hold back the small businesses that make urban places lively, then works with cities to change them. 

Zoe graduated with distinction from Duke University in 2024 with a B.A. in Political Science and minors in Economics and Sociology, focusing her studies on how the affordances of dormitory architecture can facilitate or hinder community.
